Background and Experience


Educational Qualifications


Teresa attended Washburn University for her undergraduate education and then earned a Juris Doctor degree from the University of Kansas School of Law. Her academic journey laid a strong foundation in legal principles, ethics, and the importance of community service.


Professional Journey


After completing her education, Teresa began her career as a municipal prosecutor with the City of Manhattan, Kansas, while also working with a private law firm. That law firm gave her the desire to help others. She moved from there to the Jackson County Public Administrator's office, where she worked with guardianships, decedents' estates, and those with mental health challenges. That probate experience then led her to work with and for the UAW line workers at Ford and GM as part of the UAW Legal Services Plan. In each of these positions, she worked directly with people to help find solutions for their legal problems.


Community Involvement


Beyond her legal career, Teresa served on the Clinton County RIII School Boad and as an Alderman of Plattsburg. She volunteered with Girl Scouts, CCRIII Science Olympiad, Church Youth Group sponsor, and Dreamcatchers (a local therapeutic riding center). These acts of service evidence her core belief that service to others is a responsibility we all have.

  • Ensuring all understand the Legal Process of Associate Court. A Judge's job is to hear the case as presented and not to assist in the presentation of any case. In civil cases, involving individuals representing themselves, Judge Bingham takes extra care to ensure both sides understand the legal process and have an equal opportunity to present their case, thus ensuring the rights of everyone in her courtroom are upheld.

  • Innovative Solutions: Allowing community service in place of monetary fines for those with economic hardship. Many times she allows those from outside the area to attend hearings by WEBEX instead of traveling to appear personally. She believes in treatment for those with addictions who wish to avail themselves of that opportunity.


  • Working with other agencies for justice across the County: Judge Bingham works in concert with the Sheriff Department and other law enforcement personnel in the administration of justice. She also works with the mental health community providers to better understand the resources available to the community. h
